The Finance Committee considers legislation relating to State operating and capital budgets, including revenues, expenditures, and supplementary appropriations; legislative budgetary procedures; State and county bond authorizations; taxation and assessments; education financing; and pension and retirement matters. The Committee consists of thirteen members.
Under the Budget and Taxation Committee are five subcommittees: Capital Budget; Education, Business and Administration; Health and Human Services; Pensions; and Public Safety, Transportation and Environment.

The Capital Budget Subcommittee has functioned since 1976.
Origins of the Education, Business and Administration Subcommittee date to 1982 when the Health, Education and Human Resources Subcommittee reviewed legislation. The Subcommittee adopted its present name in January 2000.
Functions of the Health and Human Services Subcommittee were evident by 1982 and assigned to the Health, Education and Human Resources Subcommittee. The Subcommittee reorganized under its current name in January 2000.
The Pensions Subcommittee formed by 1992.
The Public Safety, Transportation and Environment Subcommittee was created as the Public Safety, Transportation, Economic Development and Natural Resources Subcommittee. It reorganized under its present name in January 2000.
