Robert R. Neall (D), District 33, Anne Arundel County.
Appointed Dec. 10, 1996. Sworn in Dec. 17, 1996, to replace John A. Cade (R), who died Nov. 14, 1996. Senator Neall was elected to the State Senate in Nov. 1998, and changed his party affiliation from Republican to Democrat in Nov. 1999.
Joan Carter Conway (D), District 43, Baltimore City.
Appointed Jan. 7, 1997. Sworn in Jan. 8, 1997, to replace John A. Pica, Jr. (D), who resigned from the Senate on Jan. 1, 1997.
Donald C. Fry (D), District 35, Harford & Cecil Counties.
Appointed Nov. 3, 1997. Sworn in Nov. 12, 1997, to replace William H. Amoss, (D), who died Oct. 8, 1997.
John D. Jefferies (D), District 44, Baltimore City.
Appointed Feb. 23, 1998. Sworn in Feb. 23, 1998, to replace Larry Young (D), who was expelled from the Senate on Jan. 16, 1998 (Senate Resolution no. 2, Acts of 1998).
