The Task Force to Study County Property Tax Setoffs and Related Fiscal Issues was formed in 1997 (Chapter 719, Acts of 1997). The Task Force examined in what jurisdictions property owners are taxed for parallel services provided by both county and municipal governments and what methodologies might be used to offset such double taxation. The Task Force also developed legislative recommendations that provide a framework for counties and municipalities to negotiate tax setoffs.

The Task Force submitted its final report to the Senate Budget and Taxation Committee and the House Ways and Means Committee on December 12, 1997.
