In 1995, the Task Force to Examine Crime Victims' Rights Laws in Maryland was formed by the Legislative Policy Committee. The Task Force monitors the effects of the constitutional amendment to the Declaration of Rights that relate to victims' rights (Chapter 102, Acts of 1994, ratified Nov. 8, 1994). Such rights include the rights of victims to participate in criminal justice proceedings and to be notified of their rights. As gaps in current law became apparent, the Task Force has drafted legislation to carry out the objectives of the amendment.
