In October 1998, the Special Committee to Study Issues Related to Class-Size Reduction was formed by the Governor at the request of the General Assembly (Joint Resolution no. 10, Acts of 1998). The Committee's charge was to recommend changes to current law and to State and county education systems. The Committee also studied programs of class-size reduction in Maryland and other states.

On November 29, 1999, the Committee reported to the Governor and General Assembly.
