The Governor formed the Task Force to Study the Effectiveness of the State's Enterprise Zone Program in October 1999 (Chapter 467, Acts of 1999). Maryland's Enterprise Zone Program was enacted in 1982 (Chapter 298, Acts of 1982). The Program was designed to stimulate local economic development and create employment (Code 1957, Art. 83A., secs. 5-401 through 5-405). The Task Force was to study the Program and how well it compared with similar programs of other states.

In December 1999, the Task Force reported to the Governor and General Assembly.
