The Governor authorized the Governor's Special Commission to Study Health-Care Procurement Practices in March 1998 (Executive Order 01.01.1998.10; Executive Order 01.01.1998.29). The Commission reviewed State health-care contracting and bidding procedures, and vendor conduct and practices. It considered whether more limits are needed to prevent conflicts of interest or improper influence by State officials and employees, and persons in the private health-care industry. The laws and procedures governing penalties, suspensions, and debarments arising from such situations also were examined by the Commission.

On January 29, 1999, the Commission submitted its final report to the Governor and General Assembly.
