The Governor authorized the Governor's Task Force to Study the Injured Workers' Insurance Fund in June 1999 (Executive Order 01.01.1999.16). The Task Force examined the Fund's mission and operations, including accounting, underwriting, and procurement practices; management and marketing issues; and its tax exempt status.

On November 1, 1999, the Task Force submitted its interim report to the Governor, and on June 30, 2000, its final report.
