The Governor began the Task Force to End Smoking in Maryland in June 1999 (Executive Order 01.01.1999.17). As one of three task forces established to oversee distribution of funds from Maryland's share of the national tobacco lawsuit settlement, the charge of this task force was to develop and implement an aggressive smoking cessation program. Based on the Centers for Disease Control model, Maryland's plan is to emphasize anti-smoking initiatives aimed at youths and minority communities.
The Task Force report, Making Maryland the Tobacco Free State, was submitted to the Governor on December 9, 1999.
